Frank Masters is a corrupt former detective of the Boston Police Department who was on the payroll of Vladimir Pushkin.
Biography[]
Frank Masters was a member of the Boston Police Department who worked as a detective for 25 years. However, he eventually went corrupt and began receiving bribes from Vladimir Pushkin, a Russian oligarch with ties to the Russian Mafia. As a result, he worked to enforce Pushkin's criminal network alongside Remar and Morgan Pederson for the past three years. Additionally, he had ties with the Irish Mob and received bribes from Irish mobster John Looney.
After Robert McCall destroyed the East Coast hub of Pushkin's criminal operations after a failed attempt to buy the freedom of Alina, a teenage sex worker he befriended, Pushkin's enforcer Nicolai Itchenko was sent to Boston to investigate. After Nicolai arrived in Boston, Frank, along with Remar and Pederson arrived at the airport to pick Nicolai up and drive him to the scene of the homicides. After investigating, Nicolai ordered Frank and the other detectives to prepare themselves to help find the killer responsible for the homicides the following day. After Nicolai told them to drive him to his residence, Frank stated that Nicolai was merely a guest in Boston and chastised him. However, Nicolai sternly retorted that as Frank and the other detectives were under Pushkin's payroll, the conditions of doing so were non-negotiable and that Nicolai was only there to give orders.
Going into Hiding[]
After being outsmarted by McCall, Frank accompanied Pederson, Nicolai, and Remar to McCall's apartment. As they entered and searched the apartment, they were unaware that McCall was watching them via various installed cameras throughout the apartment. While searching, Frank found tablets for air sickness and believed that McCall was attempting to leave Boston by plane, although Nicolai correctly deduced that McCall was watching over them. Before leaving, Nicolai ordered Frank and the other detectives to find McCall or he would bring in other people to do the job. The following day, Pederson was killed alongside Remar by Nicolai, possibly for their failure to find McCall. Their bodies were found in the trunk of their car at the police precinct they worked at, while Frank went into hiding, not showing up for work for several days.
